“The Constitutional Judge and Human Rights”
Dakar, Senegal, May 31 – June 1, 2022
The 9th Triennial Congress of the Association of French speaking Constitutional Courts (ACCF) was held on May 31 and June 1, 2022, in Dakar, on the theme: “The constitutional judge and human rights”.
About a hundred participants: presidents, members and representatives of 33 member institutions took part in this Congress. The two members of the Lebanese Constitutional Council, judges Elie Mecherkani and Mireille Najm were present.
The inaugural session took place under the patronage of the President of the Republic of Senegal, Mr. Macky Sall. The Lebanese Ambassador to Senegal, HE Mr. Sami Haddad was present at the inauguration, among the many officials who were invited. It should be noted that at the end of the Congress, Mr. Papa Oumar SAKHO, President of the Constitutional Council of Senegal, succeeded Mr. Richard Wagner, Chief Justice of Canada, as President of the ACCF.
The works were structured around three round tables:
- Human rights, rule of law and democracy
- Judicial methods and techniques for the protection of human rights
- Human rights in context: human rights and exceptional circumstances
Mrs. Mireille Najm's intervention during the second round table focused on "The Universal Declaration of Human Rights, reference standard for the control of the constitutionality of laws in Lebanon". It can be read on the website of the Constitutional Council and that of the ACCF.
